Tamburino Talks Law: Could Capitol Rioters Escape Federal Charges?

Charges are starting to come out against rioters who took part in the events at the U.S. Capitol. Most of the charges filed so far are Federal charges based on actions in D.C. and on Federal property. Some have asked if there is any way these rioters could avoid Federal charges? There is one way.
